Lloyd Levine is the Chair of the California Assembly's Utilities and Commerce Committee and, along with California Assembly Speaker Fabián Núñez, is the co-author of AB2987, the "Digital Infrastructure and Cable Competition Act of 2006." This legislation will allow telephone companies such as Verizon and AT&T and, eventually, cable companies like Time Warner, Comcast, and Charter Communications, to receive "state-issued authorizations" to offer video delivery services without needing to negotiate and enter into franchise agreements with California municipalities.
