Representative Barton's version of telecom reform would create national cable franchises

While the California Legislature has been considering AB2987, the "Digital Infrastructure and Cable Competition Act of 2006," which would create a "state-issued authorization" ("cable franchise") for new entrants into the video service delivery marketplace, the U.S. House of Representatives, under the leadership of Representative Joe Barton (R-TX), has been working on legislation that would create a system for the national franchising of video service providers.

The vehicle for this telecom reform is H.R. 5252, the "Communications Opportunity, Promotion, and Enhancement Act of 2006" (COPE).
