a new anti-Proposition 71 lawsuit claims conflict of interest in ICOC grant to UC

As reported by California Politics Today yesterday, the Life Legal Defense Foundation, on behalf of plaintiffs National Tax Limitation Foundation and California Family Bioethics Council, is suing California State Controller Steve Westly and University of California President Robert C. Dynes (in their official capacities) for turning over $6.7 million dollars in embryonic stem cell training grants raised through the sale of $14 million in bond anticipation notes (BANs) to UC after a vote approving them by the Independent Citizens Oversight Committee (ICOC) of the California Institute for Regenerative Medicine (CIRM), when nine of the ICOC's 29 members are affiliated with/employed by the same University of California that is to receive those funds.
Plaintiffs in this case, filed yesterday in Sacramento County Superior Court, allege that such a transfer of funds is illegal because it violates California's conflict-of-interest laws.
